As part of last year’s Shared Mission project, we provided pro bono legal assistance to the Estonian Defence and Aerospace Industry Association (EDIA). Our focus was on how to improve the opportunities for the local defence industry to provide goods and services to the Estonian state.
Legal pathways for Estonia’s defence industry
The analysis undertaken was inspired by the fact that a number of coalitions in Estonia have stressed the need to develop the local defence industry, and coalition treaties have set a number of objectives in that regard. However, the state has not explored the legal avenues for such objectives, creating a lot of uncertainty on whether the state will enact the required legal amendments and policy changes – and when, if so.
Our services and client team
We provided EDIA with a comprehensive analysis as to how the government could improve its contracting policies and legal landscape to contract with the Estonian defence industry in the framework of EU law and Estonian legislation. We also analysed what had been done in that regard in Latvia and Lithuania, and proposed a number of amendments based on the experience of the countries neighbouring us.
